Doral is leveraging the TIPS (The Interlocal Purchasing System) cooperative contract vehicle to procure digital budget software modules, a common government strategy that satisfies competitive bidding requirements without a standalone RFP process. Procurement through TIPS cooperative contracts is legally defensible under Florida's cooperative purchasing statutes, reducing legal exposure and accelerating the vendor selection timeline. Finance, ERP, and GovTech vendors already on the TIPS contract roster are the likely solution providers; implementation timelines and total contract value are pending commission approval at the October 8, 2025 meeting. This is a forward authorization, not yet voted upon.
